The DA in the Western Cape notes that the 2016 winter initiation season for the Xhosa and Basotho will be commencing in the coming weeks and we welcome the news that the Department of Cultural Affairs and Sport in the Western Cape is well prepared.

In my capacity as Chairperson of the Standing Committee on Cultural Affairs and Sport in the Western Cape Provincial Legislature, I will call on the Department on Cultural Affairs and Sport, as well as role players, to brief the Standing Committee on the details of their plans to ensure that no deaths are recorded this initiation season.

The Basotho and Xhosa in the Province will commence with an initiation process as a rite of passage into manhood and many boys will go to various initiation sites around the Western Cape to practice this ritual. It is a proud moment for families and the boys who will return to their families as men. However, in the past we have witnessed boys returning in bad shape, with some losing their lives due to negligence of health and safety during these initiation rites.

We therefore urge all those that are tasked with caring for the boys during this time to ensure that the health of the initiates is prioritised. We also urge families to ensure that those they entrust with their boys health is a practitioner or traditional surgeon that has received training and is fully capable in terms of administering initiation rites of passage, specifically where circumcision is concerned.

The Western Cape had no reported fatalities during the 2015 initiation season. This was largely due to the measures that the Department of Cultural Affairs and Sport had put in place to regulate the practise. The DA in the Western Cape intends that the same is ensured this year.

The DA is committed to creating safe enabling environments for all members of our society, and ensure the effective rite of passage to responsible adults and citizenship.

Wes-Kaap gereed vir 2016-Inisiasie-seisoen

Die DA in die Wes-Kaap neem kennis daarvan dat die 2016-winter se inisiasie-seisoen vir die Xhosa en Basotho binnekort begin en ons verwelkom die nuus dat die Departement van Kultuursake en Sport in die Wes-Kaap goed daarop voorbereid is.

In my hoedanigheid as Voorsitter van die Staande Komitee oor Kultuursake en Sport in die Wes-Kaap Provinsiale Parlement, gaan ek ‘n beroep op die Departement van Kultuursake en Sport, asook die betrokke rolspelers doen, om die Staande Komitee oor die besonderhede van hul planne te lig om te verseker dat daar geen sterfgevalle tydens hierdie inisiasie-seisoen aangemeld word nie.

Die Basotho en Xhosa in die Wes-Kaap se inisiasieproses begin met ‘n deurgangsrite na manlikheid en hierdie ritueel word deur groot getalle seuns by verskillende inisiasieplekke regoor die provinsie bygewoon. Dit is ‘n trotse oomblik vir families en die seuns wanneer hulle na hul gesinne as mans terugkeer. In die verlede is van die seuns in ‘n bedenklike toestand teruggestuur. ‘n Paar seuns is ook dood as gevolg van nalatige gesondheid- en veiligheidstoestande tydens die inisiasierite.

Ons doen dus ‘n beroep op almal wat by die versorging van die seuns gedurende hierdie tydperk betrokke is om te verseker dat die gesondheid van die ingewydes voorkeur geniet. Ons doen ook ‘n beroep op families om te verseker dat hul seuns slegs aan ‘n opgeleide praktisyn of tradisionele chirurg toevertrou word en dat daardie persone ten volle bekwaam is om die administrasie van inisiasie en deurgangsrites te hanteer, veral ten opsigte van die besnydenis.

Geen sterfgevalle is tydens die 2015-inisiasie-seisoen in die Wes-Kaap aangemeld nie. Dit was grootliks te danke aan die maatreëls wat die Departement van Kultuursake en Sport in plek gehad het juis om die praktyk te reguleer. Die DA in die Wes-Kaap is van voorneme om dit weer vanjaar te herhaal.

Die DA is daartoe verbind om veilige, bemagtigende omgewings vir almal in ons samelewing te skep, en te sorg dat deurgangsrites veilig en bekwaam uitgevoer word om so verantwoordelike en volwasse burgerskap te verseker.
